I have removed From Under the Mountain from the list per list creator Shira Glassman because of the note above, and because the author has also said that it is not a romance and does not have a HEA. Shira has also edited the list title to clarify this requirement, which was previously only in the list description.
I love this list! I've been searching for something like this, and here it is, right under my nose. Hopefully more wlw can shed the bulletproof vests and enjoy their HEA in the near future!

I read it, I loved it, and it does feature a TON of wlw. It's a great book with great storytelling.
It does NOT, however, contain a f/f relationship that makes it through the book. Unless I am forgetting some minor pairing. It is the first book in a series, and I do really expect that by the end we will indeed have a happy f/f end. But FutM by itself? Does not have it. None of the characters are killed because of their queerness, but if you are looking at this list for a SAFE, NO-DEATH, MAKES IT THROUGH TO THE END F/F, then don't go in.
(Otherwise, do. Great book, great author, great epic fantasy).
