Start writing. Even if it feels awkward or you think it's terrible, keep doing it. Also read a lot in the genre you want to write in so you get a feel for what others are doing. Finally, study up on the mechanics of plot and character development. There are great free resources out there like Brandon Sanderson's YouTube lectures.
