Write. It really is that simple. I won't say write every day, because I know life happens, but do your best to set some kind of goals and hit them. Then, if you do, reward yourself with something. Positive reinforcement is good.
Keep writing, seek out people to give you honest feedback on your work, and LISTEN to that feedback. If everyone who reads your story says the first chapter doesn't work, there's likely something to that.
