When you develop characters do you already know who they are before you begin writing or do you let them develop as you go?

Sydney Faith Hello!
I am very much a plotter, and I call myself an Extreme Outliner, so characters and character development are things I like to have already figured out before I write the first draft. For main characters, their character arcs are so entwined with the plot that it's pretty much impossible for me to not plan their development.

For more minor characters, their traits are less planned, like their mannerisms and such, but I still like to have an idea of who they are while I'm outlining.
