Hi Alisa,
I always start with story and plot. Coming from the feature and TV writing world, when you pitch an idea it is - how can you convey this in one sentence? What is the log line? Once I knew exactly what my plot was - a woman is accused of the one murder she did not commit, I built character around that. What job would make her most interesting and make her predicament most complicated and compelling? What city should she live in that will add detail and specificity and tone? And on from there.
