I generally list ideas on a white board then go down the list until one speaks to me. Then I start writing and let the words flow. I don't start out with a specific idea. Although my latest book which is not out started with an idea I've wanted to write about based on Blue Bloods characters Frank and Erin Reagan and their relationship.
