Goodreads asked Scott Carter:

How do you deal with writer’s block?

Scott Carter I don't experience writer's block in terms of not being able to put down words on paper or the screen, but I do have times when I don't feel what I've written that session is as good as it needs to be. So I interpret that saying as dealing with hitting a bad stretch of creation. The answer whether the problem is generating content or writing better, however, is to keep writing. Really, it's a confidence issue. If a writer isn't feeling good about their idea, they avoid starting or feel it isn't worthy, and in my case I may get a paragraph on paper and have to accept that it's not as good as it can be. Either way, writer's write, so I would suggest writing one's way out of that block.
