Do you fully develop both the past and present story lines in your split/dual time books before you start writing?

Sorry to have not seen this question until now. My apologies. I have a rough outline of both the past and present story when I begin to write. Neither are fully developed because I like for the characters and situations to "be free-flowing." I need that freedom when I write.
