To me, writer's block actually serves a purpose. I tells that that what I want to write isn't ready yet. It tells me that I need more time for the idea to "steep".
I can sometimes accelerate the process by going on a long drive, or sitting down with my ID Press partners and bashing out the stumbling block.
That said, writer's block is kind of like Bits and Bites. Each time it is a "whole new ballgame".
There is no set formula to cure it. You just have to ride it out your own way.
