I think it helps first to have an outline for your plot and mini synopsis for the chapter ideas.
Without the plot, you can't really start the story.
In your idea, this is what I understand:
- wolf turns into a girl
- teenage boy has no paranormal powers
- they don't like each other at first
- then "end up together"
- so what is the story? Plot?
Think about that. Pick up writing books and read about setting plots, character development, dialogue etc. That should help out.
