Do you think that, when trying to create a story, it is more important to first be somewhat sure of the outline of the world and the plot before starting to shape the characters, or rather the other way round? So, based on certain happenings and phrases used, it seems pretty heavily implied even if not intentionally so that Percy could potentially control blood, or even all liquids if pushed to that point, my question is, could he if actually pushed far enough? Thank you.
