You control all the characters that inhabit the world - are they a force for good or evil? You are free of the restrictions the real world has in place. You can unlock your imagination and in one sentence you can create something that potentially lives in the minds of your readers forever. So if you want to have your characters inhabit a large, ornate, stone fortress that took a thousand years to build from stones quarried in volcano rock, you can do it in a few words. No need to raise the money for construction, apply for building permits or fight with the zoning commissioner over why the moat needs to be bigger than the architectural plans said it would be.
