“Estos componentes, según Füller, son: las leyes deben ser generales, porque sería imposible adecuar la propia conducta a ellas si fueran particulares, deben ser públicas porque si no se conocen difícilmente pueden obedecerse; no deben ser retroactivas, porque de lo contrario ello sería tan monstruoso como "ordenar a un hombre hoy que haga algo ayer"; deben ser comprensibles porque si no se entienden no se pueden aceptar; no deber contradictorias pues en ese caso el cumplimiento de una ley llevaría aparejado el incumplimiento de su contraria; no deben ordenar conductas de cumplimiento imposible, por razones obvias; deben ser razonablemente estables porque sería difícil para los cuidadanos seguir las vicisitudes normativas continuamente; y, por último, debe haber una razonable coherencia entre las normas y la actitud de la administración en general, de forma tal que las consecuencias que aquéllas prevén sean administradas regularmente y el comportamiento de los órganos se ajuste a ellas.”
