After some searching, I can find some people/sites claiming the quote is in the book, but no evidence that it actually IS.

After a deal of searching in my non-Kindle ebook copy of Small Gods, the quote isn't there either. There isn't even anything vaguely like it. Nor is it in "The Folklore of Discworld". I don't even think it sounds like a Discworld quote. Pratchett maybe, Discworld no.

I skimmed my paperback copy of PYRAMIDS, the next most likely candidate, and didn't see the quote there. The only other title that comes to mind with a desert setting is JINGO, which I don't own.

Nice catch. This is the proper quote from Jingo, but not Vimes. But MUCH better than the one in the OP.
Night poured over the desert. It came suddenly, in purple. In the clear air, the stars drilled down out of the sky, reminding any thoughtful watcher that it is in the deserts and high places that religions are generated. When men see nothing but bottomless infinity over their heads they have always had a driving and desperate urge to find someone to put in the way.
Well done, Banjomike! That is an awesome quote, and it sounds much more like Pratchett than the rather more feeble one in the quotes section here.
So ... What now? Does the not right quote go? Does it get turned to the right one?
Alessandra wrote: "So ... What now? Does the not right quote go? Does it get turned to the right one? "Rivka has already fixed it.
Yes, and the (almost) correct one was already in the database.http://www.goodreads.com/quotes/19583...
