I design my own book covers (as I'm sure a lot of self published authors do), but I do have a degree in digital design. If anyone is interested in having me create their Snook covers, than please view my profile for examples of my work.
If you're looking for an book cover artist, I highly recommend Steven Novak (novakillustration.com). He did the cover for my short story and I'm definitely looking forward to working with him again.
@Rebecca. Try Gimp. You can download it for free (just google it). It takes a year or ten to learn how to use, but once you do, you can do with it almost everything you can do with Photoshop. Basics should be fairly easy to learn though.
You can always crowdsource your design too at 99designs.com. The way that site works is your post a description and a bounty. People then come up with designs. I've submitted a couple designs as a designer and am really thinking of using them as an author.

I'll do a similar series of posts for the cover evolution of my new book at some point, since I find it fascinating to see what a professional can do.

I admit I'm really getting into creating covers. Although I'm not confident enough to design other people's covers. I hope that if I keep practicing I can offer some for sale one day. I really like those premade covers! :D
