Who is more foolish? The fool or the fool who trusts him? It's an imteresting concept and a fun one to play with as a writer.
I interpreted this play as a way of playing with and questioning reality. I read it for an AP Lit class, so I had to analyze it, but I nonetheless loved it. I'm not sure that they are idiots. They are being used, by Claudius and Hamlet, in a situation that they never completely comprehend, or of which they are a part.
They are presumably flattered that they have been asked by the King to 'look after' Hamlet, without realizing that he's really asking them to spy on their friend. Hamlet understand exactly why they've been summoned and uses this.
