The scientist were the ones who created the expiration date a long time ago. Although they did end up perfecting the expiration date and installing it in the citizens eventually, they made a big mistake beforehand. On their first attempt to set an expiration date in the people they did the exact opposite and completely erased the experiments date of death, creating a batch of immortals. Although the scientist were rewarded with a boatload of money and promise of a long, luxurious life they still fear the government they created.
