i have reached a dissision after seeing hawkfrost's question in claim an importaint role.
if you are a leader of a clan (only mods) then you have the perrmission to if someone asks, dicide if they will take the role for isnstance if someone asks to be the med cat of say AC then Swiftstar has the ability to choose if she wants them to be the official med cat or someone else.
