I think I remember that they must have known (or willingly were ignorant) of the illegal nature of the children's abductions. I would guess most of them believed their healthy babies were indeed taken from women who did not want to lose their children. Whether the parents knew the lengths to which the kidnappers went (murder, in some cases), I don't know. If they were in areas where the news coverage was good, they must have suspected.
And, then, there's the paper Philippe made them all sign.
There's just no way they were unaware of these children's sordid origins. As you say, some were notorious and all had to sign some shady document. If there's no demand, there's no supply and they know this. Yes, I found them to be just as guilty as Phillippe and his band of crooks.
