The victors are seen as leaders and are well respected members of their community. By sending them back and killing most of them off, the Capitol is demonstrating that they are all powerful and are in complete control. That no one is above their authority.
I don't think that sending the victors back was the original idea for the 3rd quarter quell. I think that Snow had made that up when Katniss had set the spark up for the other districts to start rebelling and Snow thought that by killing off the other victors and hopefully killing Katniss in the process that the rebellion will stop.
I agree with you Brianna. And I will add that by killing off the some of the previous victors, perhaps Snow was trying to hopefully eliminate some of the animosity they might still be carrying with them in the districts. Who would know the Capitol and how it operates better than the victors?
The Capitol hopes to stop the rebellion by sending the victors back into the Games. Katniss is the symbol of the rebellion, but if it is shown that even she, and all the other victors, are still and always will be at the mercy of the Capitol, then that may end people's hope of starting and winning a rebellion. Also, it is a way to kill Katniss, the symbol of the rebellion, in a way that may quench the fire of rebellion instead of fuel it. These Games are just another way to show the citizens of the districts that rebellion is impractical and foolish, because if the Capitol can not only kill the people of the district's only hope, but have them kill each other, there is no better way to stop the rebellion and keep the Capitol's oppressive power.
