The characters don't have to have powers. If it was human, then not sure. Maybe they're half vampire or something for them to have powers.

Wait, so since Gin lives on Earth but was born in Terca, where would I put him?

It doesn't matter. He could have chosen to live on Earth. If he did do that, then he has to hide his powers, if he does have any.
