Published sometime during or before 60's or 70's. Title perhaps had the word buffalo in it? Something about people pulling names to get a hunting license for buffalo. The boys run away from a summer camp (?) on a seemingly impossible mission to save the buffalo.

Sorry I don't have more info, this is a book my 53 year old dad read when he was a kid that he has been trying to remember the name of for a long time.
