Lisbeth Salander is a socially incompetent figure (in eyes of the swedish law). So after her present guardian Nils Bjurman is murdered, shouldn't it be a natural for the police to seek out and talk to her Holger Palmgren. The swedish police, however, never go to interview him. Instead, Blomkvist is the first person who goes to talk to him.
Was this a major slip up on the part of swedish police?

Well, Palmgren was still in the care facility after his stroke. The police may have thought it wasn't worth trying to talk to him. . .
The police was stopped from proper investigation by the secret service into anything about Lisbeth, because of who her father was.
