Amanda, the asker was right in saying it's Julie Bell. Reverse image search by Google brought me to Pinterest and then to Julie's website- http://www.borisjulie.com/You can see her signature is the same as the one in the painting.
Susan: By "She thought it was TOR..." who is the "she" you are talking about? Julie Bell?
Longshot but ive asked my friends on facebook if they recognize it. I thought it might be Through Wolf's Eyes or one of the sequels, but i cant match the cover to one of the books. I am curious though and will keep looking.
Was she sure the cover was used? This book (Wolfsbane) seems to be part of the Silver universe and the girl looks similar.
she thought it was TOR, but she explained that after working with that particular art director she was soured on book-covers for awhile, but I can't see a publisher paying one of the top SF/F artists in the country for a cover and then not using that art...Apparently the art director was hard to contact, etc.
According to an Ask The Author by the Silver series author Rhiannon Held, TOR decided not to publish the 4th book in the series, and the author has since self-published it. Perhaps the image was supposed to be for that book? If TOR owned it, the author might not have been able to use it for self-publishing. The girl on the current cover of Wolfsbane does look very similar. Might be worth contacting the author.
I emailed RHeld and Julie Bell and consensus is that the book was painted for Silver but they went "another way" with the covers ... grrre
I think there was a similar cover on an alice borchaldt book. Also I think a Tanya HufF book had a similar cover.
Well, the mystery appears to be solved in post #13 but we can't shelve the book linked in #15 because it's not a legitimate cover/legitimate edition.

She thought it was TOR but I went through all the TOR books for 2 years - not TOR. She thought to title was Silver, but I can't find a book titled Silver or with Silver in the title with that cover... help? I really want to read that book
