It also sounds like Luna and Sylvester from the way things have been going down with that family, and the mystery with Sylvester and Simon, and many others when it comes to Toby's mom. It could be so many things, we still don't exactly know what Ludweig intends for Toby and her involvement with them do we? I assumed she wanted her to do something with their blood, many the ones she deems deserving to become more fae, but I don't see how Toby can accomplish that with an entire species.
