No I wasn't surprised. Sebastian does his own thing and needs to be able to act outside the law so to speak.
I wasn't surprised either given his outlook on the government and its extensions. Him being an informal consultant to Lovejoy will work best for both of them.
I wasn't surprised. I think it would take him some time to get over being thought a suspect in this heinous crime, even though his father's dueling pistol was found at the site. He had been through quite a lot of tense escapes, the horror of the "resurrectionist" aftermath, his relationship with his father and other family members, his first love and so on. Who would have been in the frame of mind to make a big change and commitment?
