I've read all of Neal Stephenson -- some works several times -- and, having read seveNeves, am never more convinced of his brilliance and perspicacity.
I agree: the first two "books" of the novel read like a thriller. And, yes, the third section slows down. But Stephenson has imagined, and expressed, a fundamental truth: Things. Slow. Down. 5,000 years waiting for an imagined equilibrium may just impose same.
I heartily support his vision; I imagine that he has strenuously contemplated the options. I fully imagine, and embrace, his vision.
