Can I make a marked one?

After you make two regular characters. Be they civilians or overseers or agents of the outsider. And even then you still have to request.

Would be alright if I made another god? I have two normal characters. One still awaiting approval and one already approved. I also have one god. But I am also working on two more normal characters in private.
