This is a disease thriller that I want to say is set in a small town in Alaska or some other snowy location. It begins with reports of an infection and a town is quarantined because there's an unknown infection that began with a single family (I think the daughter's journal is read while they're trying to figure out what happened), and they find out that it's rabies, spread intentionally by someone contaminating the water. People in the town are angry about being quarantined and use snowshoes and snowmobiles to try to sneak past the military. Does this sound familiar to anyone?

Nope, not it. The one I'm thinking of doesn't have zombies or anything paranormal....it seems like it could be a sci-fi thriller at first because of how strangely the people are behaving but it's literally just rabies. And it's not from rodents or anything; they can't seem to figure out how the people even got infected until they figure out someone contaminated that first family's water on purpose. And I don't think it spreads that far; it's less about a contagion and more about the quarantine itself and trying to figure out how the infection occurred and whether or not it's a larger threat.
