I will however ask that no one makes an magic based charecter. IE a Druid, wizard or cleric. As that will be hard to translate over.

Appearance: 5’8” 125lbs,
Personality: Gustavo was a nice kid until he joined the program. The genetic engineering that was used on him has a rare side effect which makes the victim emotionally dull. Now essentially sociopathic, he doesn't care what others think or feel. Often mocking, sarcastic, and more than a little cruel, he doesn't usually do it to be funny, but others sometimes see it as such.
History: Forgery genius, he was contracted by the government on account of his impressive intelligence. When he started the program, he was given genetic modifiers to increase his physical capacity. His phenomenal mental capacity and professional training, along with his knack for forging documents and lack of emotion, has made him one of the best assassins in the program.
I assumed common was english…Yeah? And as for translations, you know the weapons much better than I do. Leather armor might be equated to the bulletproof suits of today, which stop bullets, but still cause bruising and such. Thieves tools could maybe be some kind of security hacking device, fine clothes could just be a business suit, signet ring could maybe be a document of some kind, or maybe a card with a chip, the climbers kit...maybe something like a spider suit? As for the stuff in the pack, I've know clue for the ball bearings, but I have a few other ideas...string could just be wire, bell could be a buzzer, candle could just be a mini flashlight, crowbar...a small polymer tool that starts small and expands? Hammer could stay the same, heck you could keep all of it the same if you want. Pitons could be heavy-cut suction cups, hooded lantern could be an all-directional lamp of some kind, like a glowing orb, flask of oil probably doesn't need to change, tinderbox could be a lighter, rope could be a strong but thin wire.
Just suggestions, do as you please.

leather armor I'm saying will be like bikers armor or possibly leather armor from fallout.

Confused about how ball bearings become a claymore...but everything else looks good. You can make a timeline if you want, as the DM you might want to get into this universe as much as possible, but I don't mind writing it up.

well a claymore is and explosive trap filled with metal ball bearings. so if you take it apart, then you have ball bearings.

Also you get a free SCARAB and 10 mm pistol. Also where is your person born? Add that to history, because location matters.
He needs to be from east of the Mississippi, correct? I was thinking that he was maybe originally born in Texas, but fled to Louisiana with the invasion. South eastern tip, so as still to be in the free zone.

Sure that makes sense. I'm just asking because there is alot of terrorism in California and surrounding states in his lifetime. Also the occupation happens in February,2049 so you can be where ever before then. but you should try to be close to the river by then
