I think Harry is very valuable to the SFPD. He has so much homicide experience and sources in different parts of law enforcement. I'm not sure the SFPD believed he was very important until he helped them take down the rapist in this book.

I think Valdez certainly appreciated him, Bella too. Trevino and Sisto definitely could have cared less. After the investigation? Yeah, they got him.
