I guess he would have. He keeps suggesting that before he met Sarah he would have closed cases any way he could and he would have taken bribes.
I’m pretty sure he would have wrapped it up as a suicide, especially with no reward offered. And, considering the address of the crime, he wouldn’t have wanted the headache.
Maybe. Or he would have tried to get the rich family to offer a reward. The old Frank didn't know how the rich and powerful care more about reputation than getting justice for their loved ones, and I don't think suicide cases get rewards offered.
I agree that Frank probably would have just closed it and moved on to something more lucrative. He originally was saving to move up in the department and would have found a suicide did nothing to help with that.
