Although there are variations from village to village, the general organizational structure and hierarchy of the ninja systems of each village is about the same. At the top of the organization is the village head, or the Kage in the case of the 5 major villages, and 5 minor villages. They rule the village and its shinobi together with a council, usually consisting of highly ranked shinobi and elders.

The actual shinobi forces are divided in 3 groups. The Regular Forces, the ANBU, and the Medical Teams.

Regular Forces
he regular forces (正規部隊, Seiki Butai) form the foundation of the village and its shinobi system. The majority of shinobi are a part of these forces and together, either individually or in teams, they perform the majority of the missions the village receives. They are also tasked with the various duties within the organization, such as training and office work.

When an Academy student graduates, they usually become a part of these forces, assuming the rank of Genin. Via various exams and tests, they can be promoted to higher ranks, first to Chūnin and after that to Jōnin. Sometimes, when a shinobi is specialized in a very specific skill, they can assume the rank of Tokubetsu Jōnin, which is ranked between chūnin and jōnin.

Academy Students
Academy students (忍者学校生, Akademī-sei) make up the student body of the Academy, where they are trained and prepared for life as a shinobi. They are not an actual part of the shinobi force, as they are still in the process of mastering the very basics of the ninja lifestyle. However, they can be conscripted as part of the war potential in times of emergency.

Academy students spend their time honing the various skills they are required to have and undergoing various tests and exams to see how they progress. Besides ordinary school subjects such as history and mathematics, they are taught the basics of ninjutsu, taijutsu, and most likely also genjutsu. This includes learning about chakra and how to control it, tactics, hand seals, and several "E" rank techniques, such as the Bunshin no Jutsu (Clone Skill) and the Henge no Jutsu (Transformation Technique). They are also trained in working both individually and in teams.

Role-play Value: All Ninjas do not start off as an Academy Student, however Non-Ninjas can go through the Academy and become Academy Students. The time length it takes to stay as an Academy Ninja depends on how long it takes them to learn the basic academy techniques. These Techniques are:

Kinobori no Waza - Act of Tree Climbing
Kawarimi no Jutsu (Body Switch Skill)
Nawanuke no Jutsu (Rope Untying Skill)
Jibaku Fuda: Kassei, 自爆札・活 (Exploding Tag: Activate)
Henge no Jutsu (Transformation Technique)
Bunshin no Jutsu (Clone Skill)
Kakuremino no Jutsu (Magic Cloak of Invisibility Skill)


If user's are incapable of performing such techniques then they don't have to learn them.


Genin
Genin (下忍; low ninja) are the lowest level of ninja and also the ones that display the most difference in power. When they become genin, ninja start to do their bit for their village's economy – being sent on missions that the village gets paid for. They are typically sent either on "D" rank missions, which are almost entirely risk-free jobs of manual labour, or, rarely, on "C" rank missions, which are a cut above that and begin to verge on real "ninja" work that have a very low possibility of risk to the ninja involved.

Genin are put in four-man cells or squad, consisting of three genin and a jōnin-sensei, in order to learn teamwork and experience true ninja life under the supervision and protection of an elite shinobi. The make-up of these teams is based on the individual skills of the genin, so that there will be a balance between the teams. The teams are usually made up of two boys and one girl.

Due to the fact that genin are the lowest level ninja, they normally provide limited use during dangerous missions ("B" rank or higher), and are usually only capable of successfully completing "E" rank or "D" rank techniques. However, it should be noted that genin is simply a rank, and is not always an accurate representation of a ninja's skill level.

Though genin are relatively low-leveled ninja, they can progress to become a chūnin, by successfully completing the chūnin exams, a set of difficult tasks made to test the skills of genin to see whether or not they should be chūnin.

Role-play Value: All accepted shinobi characters automatically start off as a Genin and know all basic Academy Techniques. All Genins are able to take only "D" Rank Missions, and "C" Rank Missions. They are able to take higher ranking missions if they are accompanied by the respected shinobi rank. Example: A Chūnin may take "B" Rank missions so they can take Genin with them to perform the Missions. A Jōnin may take "A" and "S" Rank missions so they may take Genin with them to perform the Missions. Though it is not recommended.


Chūnin
Chūnin (中忍; Middle Ninja") are ninja who are qualified to guide other ninja and lead missions. Chūnin have reached a level of maturity and ability that primarily consists of leadership skills and tactical prowess. Genin who do not have the skills to become chūnin are weeded out in the chūnin exams. Some of them move on to function as Academy teachers and others serve as team leaders in charge of small teams who need to make decisions and utilize the skills of the shinobi under their command to the maximum effect. Chūnin are typically sent on "C" rank or "B" rank missions.

To become a chūnin, a genin participates in a large examination, known as the "Chūnin Exams". Those who pass the test and become chūnin are eligible to wear an identifying flak jacket that holds ninjutsu scrolls. This vest is not mandatory; instead, some opt for more elaborate clothing like capes and robes.

Role-play Value: In order to participate in the "Chūnin Exams" the user must have at least 500 Training Points and must have completed at least 8 missions. Chūnin are typically sent on "C" rank or "B" rank missions. They are able to take higher ranking missions if they are accompanied by the respected shinobi rank. Example: A Jōnin may take "A" and "S" Rank missions so they may take Genin with them to perform the Missions. "Chūnin Exams" typically occur every 6 real life months (12 months in Naruto Role-play World). Normally the top 10 who survive the "Chūnin Exams" will become a Chūnin.


Jōnin
Jōnin (上忍, High Ninja) are generally highly-experienced shinobi with great individual skill who serve as military captains. They are often sent on A-rank missions, and experienced jōnin may even be sent on S-rank missions (which are considered to be the greatest difficulty). It is not unusual for jōnin to go on missions alone. Jōnin are generally able to use at least two types of elemental chakra, some genjutsu, and above average taijutsu skills.

Jōnins are appointed by completing a village only "Jōnin Exam". When a ninja becomes a jōnin, they may be assigned a three-man genin team to supervise. One part of their duties is to help instruct and train these genin to become competent ninja. They also have a special rank known as Jōnin Commander. Shinobi who have jōnin-level skills only in a specialized area are classified as Tokubetsu Jōnin.

Role-play Value: In order to become Jōnin they must participate in the "Jōnin Exams" that is created by the individual Kage or Jōnin Commander. User must first be a Chūnin. The user must have at least 1,000 Training Points, both divided into mastering 2 things of the user's choice. User must have completed at least 24 missions. Jōnin may take any ranked mission.


Jōnin Commander
The Jōnin Commander (上忍班長, Jōnin Hanchō) is a position in the shinobi system. As a representative of the regular shinobi forces, they are a member of the council, giving them a say in important matters, such as helping the Kage with important tasks. They are the highest-ranking normal shinobi in the village, but still officially a Jōnin themselves.

Role-play Value: Jōnin Commanders must be Jōnin and are appointed by the Kage. They help with the Village when the Kage cannot perform the normal duties. They are also in charge of the Jōnin. The Jōnin Commander are capable of making "Jōnin Exams" as well to help lighten the load of Kages.


Kage
A Kage (影; Shadow) is the leader of one of the 10 most powerful Hidden Villages and generally are also the most powerful ninja in their respective villages.

If a Kage has held their position for a lengthy amount of time the Kage may retire and give the title to someone else. The title, once granted, is held permanently, that means even after they demit office they are still referred to as "Kage". This creates a case where there are two Kage at the same time, with only one of them actually active. The Kage stand equally with the rulers of their countries, oversee the activities of their villages, and are the leaders of ninja society. They typically are the ones who send the ninja teams out on their missions and make the decisions regarding the safety of the village.

Although the village leaders of other hidden villages may be as strong or even stronger than any of the Kage, their villages have not earned enough recognition for them to bear this title.

Role-play Value: To "Officially" become a Kage the user must stay active as a Kage for 4 real life months. Even then if they are not active they are sometimes not officially given the title. It is the duty of Kages to make events for their own Village, make missions for the ninjas, and keep the Village active. Kages may move threads within their own village, and may move, lock, or sticky any thread that was created from a previous Kage within the same Village. A Kage may not change anything from another Village. Kages may also create Interactive Missions with other Kages.

Being a Kage means that you are Active. If for some reason you cannot be active and check in regularly into your village you must state so and state a reason why you cannot be active so that the members may understand. These members are the people in your village.

All Kages are able to go into any Mission they wish, however the moment they lose the Kage rank will revert back to their previous rank if they did not perform the duties of Kage. This means if they become "Official" Kage they are still able to go into any mission. Kages are voted into. There are ways of voting, and re-voting.

Re-voting

A member must have role played in an IC thread on the account of the village that is hosting the revote at least within the past 2 months before the revote begins in order to vote in the voting thread. This shows proof of activity in order to stop inactive voting.
Character must be accepted prior to re-voting thread starts.
To start a revote you must have 6 people of the same village who feel that a revote must be taken place.
Admins and Headmods can initiate a Revote at any time. This usually happens when there's a dramatic inactive village.
Unable to be Kage for 2 Villages.
Unable to run IC a Custom City, and be a Kage.
Only 4 Staff Members are allowed to be a Kage at a single time.
