I understand their disappointment. They wanted to find the person who killed Esme and caused so much pain for her parents. Then they found out that she made herself disappear. It solved the case, but it wasn't the ending they were looking for. Working this case for years probably now felt like a big waste of time for Chief Valdez.
I really got why they were disappointed. They took this on as a mission to stand for who they believed to be a dead woman. I think Harry was let down by the woman she turned out to be. After all, she abandoned her baby.
