I'm actually not sure! She didn't hesitate to kill the other man but for some reason didn't kill Hoyt. It is a bonus that he is paralysed from the neck down but it was creepy at the end when we read about his thoughts!
I think she didn’t kill him for two reasons. In the last book, she killed a suspect unnecessarily and will never forget that. So, she’s learned something from that experience. She also remembers that Catherine paralyzed Hoyt’s partner in the last book and he asked Hoyt to take his life. She could see Hoyt wanted her to do the same for him and she wasn’t going to give him that satisfaction.
