Can someone tell me how you can tell if a book cover has been plagiarized? First book was written in 2016 and gives no credit to cover designer. Second book written in 2018 and does give credit. Im really just curious because I've never seen this before. The only difference is the second book added some scratches to the cover models body .

I’m also curious? I do believe a lot of authors buy images from Shutterstock and IStock. Because I have seen a lot of books with similar covers. I don’t think it’s plagarised, because once they’re purchased they own the rights to those copies?

Authors use stock sites. Once you've gotten a picture, it's yours. You can edit it how you want, or not at all.
Many covers have the same image or the same model, but it would only be plagiarizing if they used a cover that was custom made with a custom image.
