When your looking for your next steamy romance novel, what draws your attention more? The cover, the back cover blurb, or reviews!

For me, the cover draws me in then I look at the blurb!

For me it's the blurb and the rewiews from other readers.

For me, it's the combination of the cover, blurb, reviews, and the first page. If the covers terrible, I won't look any further. Unless it has very strong reviews. If that's the case, I'll skim the five star reviews, but dive into the one and two star ratings. I want to know what other people didn't like, but that tells me more than any rave review. I want to know if the writing quality is good, if the characters are developed, etc. (There's a huge difference between a proper negative review and a mean one. I disregard those.)
After that, I'll skim the blurb and/or first page.

I'm with A.R. I like reading the ones with one or two stars because you never know what hidden gems are buried among reviews. Sometimes a bad review can just be because the reader was expecting something else!

I agree with you both! Sometimes the reviews aren't focused on the story, and I have to read the book myself.
