I think I should start with Lord Voldemort... for obvious reasons, he is a monster, he is so evil that people is afraid of saying his name (? pure evil obviously. I also really hate Alma Coin, she is so cruel. She is willing to break her word and lie to get more power. She was ready to let Katniss die in order to create a martyr to manipulate the people. I think I hate her even more than I hate Snow because she's pretending to be good, but she's not.
Very good point about Coin! Is Ridley fron Beautiful Creatures a villain? I've only read the first two books and I know she's kind of on the bad scale but I love her.Sebastian from TMI always stuck with me. Again, I haven't read them all, but he definitely had me fooled in City of Glass! And I was interested to see what his goals were without Valentine. Oh and how about LECK from the Graceling trilogy?? He had a part in all three books even though they took place in different time periods. He's arrogant and heinous, especially when we find out he did in Bitterblue...So I'd say he's definitely at the top of my list.
I would choose Sebastian from The Mortal Instruments. Ever since Cassandra introduced him i just knew something was really wrong with him. He was pure evil, and it radiated off him. The way he talked and the way he looked at you, it gave me the shivers but then came more details of how he became what he was and really i did feel sorry for him because he didn't have a choice it was taken away from him and it was so sad because he could have had a better life, but instead all he knows is hatred, violence, and death he doesn't understand love eve though he wants too, i think? Overall i think Valentine was the evil guy the villain a monster to what he did to his own son and family.
Iago from Shakespeare's Othello. He just plain hates Othello and plans to destroy him by making him think his wife is cheating on him. The end result is death for several characters, all because of jealousy.
The alchemists! They rank number 1 on my list of best villain. There is no end to the torture they inflict on people.
I used to think voldy was a good anti hero until I realised he was poorly developed and was a poor excuse for a bad guy.
Joffrey from Game of Thrones was someone you just had to hate. He was twisted, evil and cowardly and I think everyone actually cheered when he died.Hannibal Lecter...well, he really doesn't need an explanation, does he?
Likewise with Moriarty and Moby-dick, although Ahab is also a villain in his own right.
I personally thought that Umbridge was worse than Voldemort. And Sebastian from TMI didn't impress me. He was a little too generic and more desperate than devious.
Morpheus is kinda a villain in SplinteredSeth becomes a villain in the Covenant series
Pinfeathers is a fav. villain from the Nevermore series

Mayor Prentiss hands down best villan for me from the Chaos Walking trilogy. He was one of my favorite characters!(:
Moriarty. Even though I haven't read the entire collection of the Sherlock Homes books and haven't finished the third season of the BBC show, I think that he may be an anti-villain. Whenever I see him it's as if something is eating away at his soul, and doing these evil things makes him feel better and alive. But there is also the unhealthy relationship/ obsession he has for Sherlock, at first I thought it was an obsession and that he went around the world thinking everyone had the brain of an ape until he met Sherlock and he just felt intimidated. So he deals with it by trying to kill Sherlock and forever be above everyone else.

Tara, I love The Darkling! He's my favorite character. I'm on the last book and I'm hoping I get to see more of him!
Marshanah, Morpheus is my favorite character, I don't think he's a villain, but he's not really a hero either. I think he's somewhere in between the 2.
Valentine in the mortal instruments series. He seemed to have such heartfelt reasons for what he was doing, it was like he didn't even want to be a villain, he thought he was doing the right thing.
Sebastian Morgensterm from The Mortal Instruments. He didn't have demon blood by choice. From the moment he was born, he was never given the chance to experience love and joy. He was never a villain by choice - but because he did everything he was programmed to do, he died in pain, knowing he'd torn his family and friends apart.
Trunchbull from 'Matilda' is one of my favourites. We all have that teacher we hated, and she is just the pure embodiment of all those nasty teachers rolled into one.
Warner from "Shatter Me". I hated him the beginning, but after I finished the trilogy, I was in love with him! He was the typical evil dude who made you shudder, but now, I am 100% Team Warner and love him to bits!
Dolores Umbridge is the worst villain you will ever meet!!! She is like the Hans of Harry Potter. You have the cool amazing villains that make the plot interesting and fun and then you have this hag. I would much rather her die than Voldemort. Why didn't the centaurs put and end to her. Why?!!!!!!!Also my favorite villains are Queen Levana from The Lunar Chronicle and Jeanine Matthews from Divergent. Unlike Umbridge, I worship the ground that these ladies stand on. I would follow them and be their loyal servants forever because they are amazing and talented and are exceptionally good at be evil and breathtaking skill in which I wish I have. I mean come on Levana murders people with Lunar powers and looks beautiful while doing it so she can't get in trouble for it. I would happily do her bidding and I wish I could follow in her footsteps. Jeanine is just so awesome. She is smart and cool and just wants to keep everyone safe and under her power. To be fair Erudite should rule the factions because Abnegation is weak and if they really were selfless they would willingly let Erudite govern when they asked. Abnegation wanted control to no denying it because selfless people would want to give that fortune to others. The only thing I hate is the shots I think I would want to be Jeanine's second hand girl so that I can ask just to take pills and I get to torture people and make cool serums. :)

Name some of your favorite villains and what books they are from! Did you sympathize with them? Or were they pure evil? Different villains are great for different reasons.
