check info thread, but a basic rundown:

go to the stage 1 thread and fill out the form, then wait for mod approval. The mods will add your RP to stage 2 thread, where people can join (with your approval). Then once you have the amount of people you wish, come here, and a mod will set up a thread, etc for you.
