This is the land of the urban poor. The skyscrapers are only, at most, half the height of those in the Heart of the City. As in the Heart, the higher the flat, the poorer the person. These skyscrapers are made with cheaper materials and less care than those in the Heart. On the walls of every skyscraper, there are speakers and large display boards programmed to give the Council's messages.

The flats in the Middle City Slums are typically only five feet by twenty feet. Entire families live here, and they are highly overpriced.

The skyscrapers not used for tenements are used for various purposes. Some are used as large-scale brothel type establishments. Some are cheaper stores, such as convenient-store types, second-hand clothing shops, et cetera.

The main source of income in the area are factories. They rise high into the sky, almost as high as the skyscrapers. The factories have dangerous conditions with high injury rates. There are factories of all types.

As in other locations, public education is mandatory for children between the ages of 8 and 16 with other ages mandatory. The school has some of the best conditions in the area.

The Police don't often patrol the street, but when they do, everyone is terrified. The Police are only in public when they are making a public demonstration of someone's punishment. Spies for both sides are always in the street.

People speak in hushed tones when on the streets, and arguments are almost always behind doors.

There are a couple of parks in the area, but there is little plant life there. The parks are often just small squares between buildings with a couple of rickety benches and toys withing them.
