She likes 'dangerous activities' so maybe somewhere like the slaughter house or the streets. Unless you wanted them to meet somewhere normal.

I know both of your characters are taken. Besides, Devon Nyx is a little more methodical than Adam, I think. J vs P personality type? (I personally am a P but Dev is a J) I don't expect the entire Council to survive (Dev being one that will likely die closer to the end of the war). She is, after all, waiting for an excuse to kill off both Resistance spies on the Council (Isolde and Savannah).

She doesn't have any evidence. Besides, she knows how she wants to kill them off. She's biding her time.

She knows how she would kill off each Council Member (for some, she has thought up multiple ways). She just hasn't. She doesn't kill often (only 3 times, actually, once to get Marik on the Council, once to get Thana on the Council, and once in the roleplay), but she always has a plan when she does.
