On the lowest floor, it's essentially a fast food restaurant with entirely black and white decor. The skimpily dressed waitresses (they are only female) are all paid (though not necessarily well) and are provided flats above the restaurant.
However, that's where the grittier side of the restaurant comes to light: the restaurant doubles as a whorehouse, and they don't necessarily make sure the women are well-treated.
The restaurant-brothel-combo pays copious amounts of money to the Council in order to remain open. Many of the women who work there side with the Resistance.
