I take it to mean, the most recently added (or, if you're like me and you rearrange your TBR, it would be the last book when you sort it by number).

I would say that would work. I have one on my list that I've started twice and intend on finishing this year. It's been over a year since I started it last time, so I'll definitely need to restart it so I can refresh my memory.
