Clove! Cato is just a lump of muscle, Clove has brains and is skilled with her knives, so!

Voldemort vs. Saruman (White wizard from Lord of Rings)

Probably Voldemort? Since his incantations take much less time, and he has already descended so far into Dark Magic. The same could potentially be said for Saruman, but he was won over to Sauron's side and his power is much more...raw. So Voldemort has the edge with abilities.
