I think everyone was sold on the idea of Tobias as the evil mastermind. And, since Nicole had a job with the DEA, they probably felt that she was just a flunky in the organization.
The magnitude of that escape should have convinced them she was someone important. That was a massive amount of planning and resources. I was convinced immediately. Just think, they made very little attempts to rescue Elise.
Good point, Jonetta. Why would they come up with such an elaborate plan for a flunky? She had to be someone very important in the organization.
Because it came from Lucy.I agree that they also figured Tobias was the big guy in the organization.
I agree, Melissa. They still don't take Lucy seriously and Tobias is a man, so of course, he's in charge.
Gender at both ends of the question, Lucy was a female newbie, and Nicole was not thought to be the leader.
