What's the Name of That Book??? discussion

Read in 1985 in a book or horror stories, probably much older.
A man gets a lock of women's hair somewhere, I forget why, but not from anyone he knows. He washes it and sets it out to dry. It bleeds through onto a photo of a friend of his, leaving a red mark across the friend's face. When he runs into the friend later, he has that same red mark, whick mysteriously appeared. The guy snaps a picture of his annoying neighbor and attaches the hair to an electrical current across the picture and she dies. He starts making money at the horse races by shocking photos of certain horses and betting against them. It ends when he stores the hair in an empty bottle of hair restorer and it disolves.
