I *think* Unnatural Magic includes the story of Winn's parents getting together. Someone who's actually read it might be able to confirm or disconfirm.

I definitely third the recommendation of Mary Robinette Kowal’s Glamourist Histories series (starts with Shades of Milk and Honey) if you enjoy romance and fantasy in a Regency setting. It’s like Jane Austen with added magic and adventure.

I think Unnatural Magic is not a "sequel" to The Ruthless Lady's Guide to Wizardry. At least, it was published 2 years prior to RLGtW. I haven't gotten through Unnatural Magic yet (not because I'm not enjoying it but because life right now sucks and I need something even fluffier), and I plan to read RLGtW after Unnatural Magic.

Winn's mother is one of the 2 female protagonists of "Unnatural Magic" and it does include the story of how she meets Winn's father.
