Badland's capitol are where the guards usually stay, the ones not at the camps that is, along with the scientists. The capitol is boarded up on the first floor so the only access is to climb a ladder into a window on the second floor or to climb up on a car and into a window to get onto the second floor. Right when the infected were becoming popular, the guards boarded this up in hopes of keeping them from getting in, mainy of the guards dying in the process. On the roof there is always 2 snipers to keep watch for any infected though will most likely allow humans to approach.
