What Angels Fear question

Hello, I am looking for a book that has a blue cover and two people dressed in white kissing. I think they are in the water on the cover, but I am not sure. The book is about a man who has lost his memory because of a shipwreck, but is rescued by a woman. She nurses him back to health and they fall in love. Has a few you know what parts ;). It also turns out that the man was a Russian spy or something. I think the whole thing takes place on a coast or on an island, can't remember too well. The woman drives a pick up truck if that helps in anyway. Can someone please tell me what the book is called?
