1. We have a section titled "Buddy Read Requests". In that section, post a few books you're interested in reading with someone (or some people), and wait for someone to answer your request.
2. When your request is answered, post a request including the name of the book and who's participating in the Buddy Reads Discussion Request post, and a mod will create a discussion post in the Buddy Reads folder for those who are reading the book. Communicating over GoodReads messages is fine, as well, and does not require putting in a request in the discussion request post.
